2026 DMW SEC-S Update: Practical Guide for Cruise Operators & Shipowners

Created 23 September 2026
A practical overview of the 2026 DMW Standard Employment Contract for Filipino seafarers, highlighting the key changes and the areas cruise operators and shipowners should review across contracts, payroll, work/rest, grievances, welfare, medical care, repatriation and crew management.
The 2026 DMW SEC-S, effective 3 July 2026, replaces the 2010 POEA Standard Terms and introduces a significantly more detailed employment framework for Filipino seafarers. This GlomarHR practical guide has been developed specifically for shipowners, cruise operators, Shipboard HR, Crew Operations, payroll, legal/compliance and others responsible for employing or managing Filipino seafarers. It provides a clear comparison between the 2010 POEA terms and the 2026 DMW SEC-S, focusing not simply on what is technically “new”, but on what operators should now check within their SEAs, policies, systems and onboard practices. The guide covers key areas including vessel transfers and contract extensions, resignation, wage deductions and allotments, hours of work and rest, grievance and disciplinary processes, medical and mental-health provision, welfare and communications, shore leave, repatriation, early sign-off, compensation and occupational disease, high-risk areas, and employer/LMA responsibilities. It also sets out practical priority actions for operators, helping HR and Crew teams identify where existing processes may require verification, strengthening or change. Importantly, the SEC-S establishes a minimum standard. Operators must still consider applicable Philippine law, CBAs, SEAs, flag-State requirements, company policies, LMA arrangements and P&I/insurance provisions - particularly where these provide more beneficial terms. Practical compliance guidance for operators - not legal advice.
